As Yohann said, you need a network simulator to do that. An option is
SimGrid [1], a toolkit to build distributed systems. They have a Java
API so you can possibly couple graphstream [2] (for the graph
representation) with simgrid (for everything related to task
propagation, messages, computer flow-based network simulation, etc).
That's a thing I have been thinking for quite a while, but didn't have
spare time to work on it yet. I'll be interested if you ever choose to
go forward with this option.
